The PC that used to boot in under a minute now hangs on a black screen, loops the same recovery prompt, or crawls so hard that even Settings feels like a dare. For years the usual fix was a USB stick, a trip to another computer, and a long afternoon of downloading an ISO. Windows 11 now has another path: Cloud rebuild, a full reinstall that pulls a fresh Windows image and the machine's drivers from Windows Update over the internet.

Microsoft's October 2026 Windows IT Pro roundup listed Cloud rebuild as broadly available. The feature lives in Settings and in the Windows Recovery Environment. Home users who can still reach Settings, and shops that hate keeping USB media in every drawer, both get a clean-install route that does not depend on the broken copy of Windows already on the disk.

Reset this PC has been the familiar button for a long time. It tries to put Windows back in order using pieces that already sit on the drive. That works when the installed system is mostly healthy. It fails when the OS itself is the problem, when recovery files are damaged, or when you need drivers that are not sitting in a local image.

Cloud rebuild does not lean on that local copy. It downloads the target Windows image and the device's drivers from Windows Update, then installs that clean stack. You do not need a USB stick, a custom company image, or a second PC to build install media. After it finishes, the machine boots into the out-of-box setup, the same first-run screens you see on a new PC.

That also means the wipe is real. Cloud rebuild reformats the system disk and removes every local file, local account, installed app, and setting on that disk. Files that already live in OneDrive or another cloud service stay in the cloud. Photos that only lived in the Pictures folder on the C: drive do not.

Back up first. Copy the folders you care about to an external drive, confirm OneDrive finished syncing, export browser bookmarks, and write down Wi-Fi passwords you still need. Skip that step and the rebuild will still succeed. You will just start over with an empty desktop.

Use classic Reset this PC when Windows still boots, apps are mostly fine, and you mainly want a cleaner slate without rebuilding from the internet. Keep Cloud rebuild for the harder cases: Windows will not start, Reset already failed, malware left the OS in a mess, or you are handing the PC to someone else and want a clean install plus optional hardware-level erase. Small-business owners recycling a laptop, returning a lease, or reassigning a desk machine are the clearest fit for the stronger erase option. Home users who plan to keep the same PC usually want the faster remove-files path, then a careful restore from backup.

A USB install stick still matters when the PC has no working network in recovery, when Windows Update is missing a required driver for that model, or when the machine fails Windows 11 hardware checks. Cloud rebuild is not a magic override for TPM, Secure Boot, or other Windows 11 requirements.

Method Needs USB? Relies on installed OS? What it does
Reset this PC No Yes, uses local recovery pieces Refreshes or resets using what is already on the drive
Cloud rebuild No No; downloads Windows and drivers from Windows Update Full reinstall, then first-run setup
USB install media Yes No Classic clean install from media you prepared

How to start Cloud rebuild

If Windows still opens, go to Settings > System > Recovery. Next to Rebuild this PC, select Rebuild PC. The machine restarts into the Windows Recovery Environment and begins the Cloud rebuild flow.

If Windows will not start, the PC often lands in recovery on its own after repeated boot failures. On the Choose an option screen, select Troubleshoot, then Cloud rebuild, and continue from there.

Cloud rebuild needs a healthy Windows Recovery Environment, a networking driver that works inside that environment, and an internet connection from recovery. Ethernet usually connects on its own. On Wi-Fi, pick a WPA-2 Personal network and enter the passkey when asked. Enterprise Wi-Fi that needs a company login portal is a poor fit for this screen.

Keep the PC plugged into power for the whole run. Do not power it off while it prepares, downloads, installs, or sanitizes. An interrupted rebuild can leave Windows unable to boot, and then you are back to manufacturer recovery media or a USB install.

Remove files or sanitize

After the network check and a short prepare step, Cloud rebuild asks how thoroughly to clear the disk.

Remove files is the faster choice when you plan to keep the PC. It reformats and reinstalls. Specialized recovery tools might still pull old data off the drive afterward, which is fine for a machine that stays in the same house and a problem if the laptop is heading to a stranger.

Remove & sanitize files is for recycle, return, or reassignment. It asks the storage hardware to erase the targeted disks before Windows goes back on. That step can take much longer, and it is irreversible. Windows reports the result the drive sends back, but it cannot independently verify what the drive actually erased. If the PC is being retired or handed off under a company policy or legal requirement, confirm with the PC maker that the setup supports this erase, and use the maker's own erase tool if it does not. OneDrive and other cloud copies are still untouched. Data sanitization needs the October 2026 Windows non-security update or later on that Windows 11 version. Without that update, you will not get the sanitize path the Learn docs describe.

On a PC with more than one disk, sanitize offers Windows disk only or All disks. Windows disk only clears the drive that holds Windows and leaves the other disks alone. All disks clears every disk and can take a long time on a big secondary drive full of archives. Single-disk machines skip that chooser.

Confirm the Windows build, edition, and language on the review screen before you continue. Then acknowledge the data-loss warning. For sanitize, the confirmation screen lists what will be removed and erased, then you select Sanitize and install.

While sanitizing, the screen may look idle for a long stretch. Leave it alone. Progress labels move through preparation, download, and install, and the PC may restart more than once. When it is done, you land in the first-run setup. Sign in, reconnect Wi-Fi if needed, and restore from the backup you made before you started. Managed Autopilot and Intune devices can re-provision after that first-run flow. Home PCs behave like a brand-new machine.

Three error codes show up often enough to memorize. 0x800704C6 means no network in recovery: plug in Ethernet, or cancel, go back to Troubleshoot > Cloud rebuild, and join a WPA-2 Personal Wi-Fi network that actually reaches the internet. 0xc1900200 means the PC does not meet Windows 11 hardware requirements, and a disabled TPM is a common cause; check UEFI settings for TPM, PTT, or fTPM, enable it, save, and try again, or from a working Windows session run tpm.msc and confirm the TPM is ready. 0xc1900224 means a required driver is missing from Windows Update, usually networking or storage; ask the PC maker whether those drivers are published on Windows Update, and if they are not, Cloud rebuild will keep failing and you need manufacturer recovery media or a classic USB install instead.

If sanitization fails, the failure screen offers Try again, Skip sanitizing, or Copy log. Skipping still reinstalls Windows, but it does not securely erase the old data. For a machine leaving the building, do not skip. Use a manufacturer erase tool if Cloud rebuild cannot finish the sanitize pass.

Anyone with a Windows 11 PC that can reach the internet from recovery can use the local Settings or WinRE path. Older adults who hate USB tools get a clearer story: plug in power, get on the network, pick remove or sanitize, wait. Small shops get a way to wipe a loaner without keeping a drawer of boot sticks, as long as WinRE and drivers cooperate.

It is still a nuclear option. Cloud rebuild is the wrong first move for a slow browser or a single broken app. Try ordinary troubleshooting, then Reset, then Cloud rebuild when the OS itself is the patient.
